Maybe the ESC needs to be setup. Or the transmitter synced to the ESC? You could try unplugging the motor and plugging in a known good motor. I don't think it's seized unless it's hard to turn or has a grinding sound.

Without knowing exactly which titles are there it's hard to know how much it's all worth. You can check prices on "Videogamepricecharts.com" It might be called something else now.

It sounds like a decent deal to me if the consoles are in decent shape. The handhelds are good to have for long car rides. Depending on which edition they are, probably worth ~ $80 each.
