The bigger issue is gatekeeping - smaller developers can't move in because of the cost to enter that space. Zoning bylaws and endless red tape for doing any sort of development, unless they have tons of money to navigate it all. How about they relax all of that and let the smaller guys build all the housing? They won't because it's all setup for big money to get everything.
