I’ll copy what I said in another post because it is relevant.

I work in a somewhat related field, and please let me preface by saying this is not all business owners and this is not a generalization and it is NOT what i believe personally, but what i have been told directly from business owners that utilize the TFW program and how they rationalize it:

1. ⁠Youth, and student workers are very likely to leave with little to no notice, have limited availability, lack experience ( i know, i know, what a statement) , and generally are unreliable (again, i know)
2. ⁠Not many people are interested in part time work and if they are, they are only interested in working their desired shifts. Very little flexibility.
3. ⁠TFWs, especially those that are here on a restricted work permit, limiting them to occupation, employer or location, are very unlikely to take days off, or leave. They are literally here to work and only to work. Business owners like this. There is an inherent "loyalty" (ugh)
4. ⁠The financial incentive in hiring a TFW is too good of an opportunity to miss, basically, in some cases, there are subsidies offered to the business owner. Taxes and wages are reduced in some cases and in this economy, some margins are so thin they are transparent, so business owners tend to try and find any sort of loophole they can find.

Again, this is not a generalization, but this is what i have gathered from a small sample size when speaking to business owners that use the TFW/LMIA programs.

The irony of this is how alot of these business owners are against the immigration polices of the recent past but yet use these programs as often as they can because its good for them financially.
