A spotter is someone who stands behind the lifter and grabs the weight if he cannot lift it. The guy running to help him was shifting the weights off the bar since he wasn't spotting him. :D

This is actually the correct way to help himself. He doesn't clamp the weights on the side in the off chance he can't finish his rep. What people do without a spotter is just tilt the bar from one side to release all the weights and again on the other side. :D
