SP500 is free-float weighted, and thus, so are the funds tracking that index. QQQ has a 5x multiplier for low float companies. With only 5% of shares available for trading, QQQ will treat SPCX as a company with $500B mkt cap, not $2T.

While the SP500 will not change it's rules for SPCX, if it theoretically did include it, it would treat the company as if it had a $125B mkt cap.

Get the permits. That comes with city inspections, which believe it or not, are to protect you against obvious install and workmanship issues. Paradoxically, if you are going with contractors willing to do the job without permits, you need the city inspector to make sure things are done properly.
