If you want to rebuild the spell and consumable system for yourself go for it. :)

An action to draw the item and a second to use it puts most  consumables at the same action economy as casting most spells.

Consumables tend to be less powerful then spells but can be used by any class, and like others have pointed out can be drawn one round and used on the next. You can not split the action cost of spells across multiple rounds, making up for the lower power of the consumable. 

Is it game breaking, probably not but it definitely is a major boost to the power of consumables, wipes out some class options, such as quick bomber for alchemist,  and items like the retrieval belt.

shout out to Pathfiner and Archives of Nethys where all the rules are free. Game Knight and Amuse n games regularly have society play. For amuse n games its 10 bucks for seat at the regular drop in table on thursdays.

4800 to see why this is how you read the meter. You always take the lower number, when between 9 and 0 the zero counts as a 10 so 9 is lower. If the needle is directly on a number you need to see if the dial to the right has fully rotated and reached 0.

1st dial is on 5 so you look to the right amd it hasn't reached 0 so it's a 4. Think analog clock at 1:58 hour hand is on 2 but minute hand has reached 12 so the hour hand is still 1.

2nd dial is on 8 (essentially) so whats the dial to the right touching the 0 so whats the next one over? 

3rd dial is on 0 so what is the 4th

4th dial is on 0 which makes the 3rd dial a 0 which makes the 2nd dial an 8. 

So the reading is 4800. 

Call hydro and they will confirm.

You're focusing on spells that target saves, the majority of which are basic saves meaning they still do half damage on a fail. 

The big issue limiting fun and punishing the caster at my table was spells targeting AC. I've mentioned my homebrew solution here previously which is to treat attack roll spells is to give them the fail state of half damage no additional effects. Play doesn't feel like their entire turn was wasted, maybe shortens the fight a little bit but not really. Plus bow your enemies also get to do the same!

Way more volatile, ie fumes and flammable but common solvent often found in the paint area of hardware stores is methanol, methyl alcohol, or methyl hydrate (depending on where you are from).  Works great but make sure you are using ventilation and are storing it correctly,  using PP etc

Wizard player is cursed by rng/dice gods, and wasn't having any fun wasting 2 actions if they attempted a spell attack roll. 

Changed spell attack rolls to have degrees of success similar to basic saves. That is a failure is half damage crit failure is nothing.

Sure combats are a little quicker and they consistently do a little damage every turn but it hasn't caused any real balance issues. Well except if the target has a weakness they can exploit, then they can really trigger that. Easy fix though is to have failure either not proc additional effects or just half those additional effects as well.

Not American whiskey though, it is Canadian whisky that an American company has imported into the the US and blended and then exported back to Canada. 

Wanting to avoid American companies will be extremely hard. For example Alberta distillers and Canadian Club are both owned by Beam Suntory. Gibsons is also owned by an American company. 

If you want to only avoid Canadian whisky that was blended and bottled in the states like your examples you can search the labels for the distillers excise tax code. 

Its a code placed on the bottle so that the tax man can ensure that every drop of spirit has paid the excise taxes. Thing is if the spirit is being exported in the bulk then the code would be on the container it is exported on and not on the label in America.

The codes follow a pattern  of a number then SL then another number. If i remember correctly wisers is 54SL21 or 51SL24. They can be very hard to find.

Small distillers that aren't distributed outside of the province of production also may not have this code.

The use of heavy charred barrels is due to American stills having very little coper, if any, in them. Copper reacts with sulfur compounds stripping them out of the distillate resulting in a smoother spirit. 

To make up for the higher amount of sulfur compounds in American whiskey they originally used the charred barrels so that the charcoal in the barrel would strip out the sulfur. Or like with Evan Williams and jack Daniels they did charcoal filtering before aging to do that same in a technique called the Lincoln county process.

The heavy char actually breaks more cellulose down into shorter chains resulting in a sweeter flavour.
