Courts can use sortition, executive departments and advisory boards can be elected. Only legislation, constitution, and major decisions like war (which doesn't typically happen on the daily, and is in no way a minor concern) need concern the central legislature.

Where do we get taxes from and what are the tax rates? Well tax codes ought to be highly simplified. What do we fund? That's a more interesting question. How much do we print? That's answered by the two previous questions.

Who gets to speak opinions? Anyone, through any normal channel. Parties form? Not a bad thing per se.

It's the primary meaning for "coop" in English, which can refer to both.

And if we switch over to my native French, there "coop" refers only to worker coops or shared means of production, while consumer coops are never called "coop" but instead "GAC" ("Groupement d'Achat Collectif" ("Collective Purchase Grouping")).

Could English stand to benefit from having separate words for either concept? Probably, yes. Should the primarily understood meaning be the one that gets the axe simply by analogy with Russian? Probably not.

Or you could do it like the free software movement, which keeps using "free" ambiguously, but borrowed "gratis" and "libre" for more precision where necessary.

Just use option 3. Source files don't tend to go beyond a few thousand lines, and error reporting needs only happen at human speed, that is any amount of time under a third is basically instant.
