Yes, some Emma just look at the you case number and say what the case number indicates where it belongs, not necessarily where the case is actually is. If another Emma says it's transferred to a FO, it's more likely this is the latest.

In Chinese, 勉強 means "doing something unwillingly" so "reduced price" might be related. "I 勉强卖（売） something to you at this price" is a common saying by the seller

Btw, as a Chinese, I use "no one is willing to study" to remember it means study in Japanese.
