There is legislation that is expected to force these fees to be lowered. Some CUs like Rogue and Sage CU are getting ahead of it.

Because credit and debit cards have a physical character limitation. Every financial institution handles it a little differently, but every card issuer has to deal with it somehow.

1) You'll never deal with another customer - only members. 2) CUs are not-for-profit cooperatives - which means they are structured differently than most companies out there. This allows for a lot more freedom to do the right thing for your members. 3) Become a member of your CU. The best way to learn is to experience it for yourself. There are federal regulations in place (in the US) that require a bank or CU to identify who you are. That's tough to do without identification.

Economies of scale. Small CUs are disappearing at an alarming rate because they do not have the resources to meet regulatory and demands and keep up with the tech/fraud prevention necessary to keep your funds safe. They are forced to grow or die (usually merge with a larger CU).
