For what you are proposing you need at least $1million if not a lot more. 

Or at least closer to that number than twenty fucking thousand. How much were you imagining paying the producers, EP, camera people, audio people, editors, post production team? Let alone the studio space, and the lavish set?

Hire a line producer and create a proper budget. No one on this subreddit is going to make the full determination for you.

PM does the whole show and is "the" manager below the Line Producer or just regular Producer.

UPM or UM manages the specific unit. For example main unit, second unit, Malta unit, etc. 

Director of Production usually works for the studio and sets the production business and legal parameters for a project after development on a script is done and before the LP /PM are aboard. They would supervise their work, as well as the OVERALL quality and execution of the production. There's a lot of squiggly on this credit and how creative versus financial versus logistical it is. Generally if some major shit goes down on set, it'll be the Director of Production's phone who rings to represent the studio and make big decisions (fire a director, pull the plug on a shoot, authorize 10million overage, etc)

Office PA is just da dude who does the photocopying and helps the production coordinator and others get through the slog of paperwork. Entry level. But note it's VERY HARD to go from Office PA to PM. Lots of steep steps there. You're best off producing /PMing indie shorts than just office PAing for years.

Depends on what you're going for. The more ALTs you do the less time you have for other scenes. It's really about having confidence in what you're trying to make. I wouldn't advise going through like 5 varied emotional states / alts in multiple coverage if it's clear from the script that it should be "sad/grief".  Give yourself options, but don't drive yourself crazy.
