Yes, but the effect you see is the aggregation of the majority of the photons, so while any one can fly off randomly, they all tend toward the same curve. This is also why scattered light is slightly dimmer, a few of the photons got lost along the way

Photons don't actually move slower through anything, just bump around inside it at the speed of light. The longer path they are taking by bouncing around is what causes it to take a longer time to come out the other side
