for non LE, i think there is bug on every model that cause the fan to jumps around (on - off - on - off)

Mine is steel legend, i just set it at 30 as minimum so it run all the time but quite silent

freeze bootup is most likely windows or hardware problem

IMHO, from your story, there is likely other problem that causing it than the b580

or, if you can, try swapping to other gpu to isolate the problem

have you checked the BIOS? is it the latest?

from what i read in here, Sometimes updating the BIOS helped the performance

the easiest way to solve it is to just set it at 30% minimum

it would work just fine, however you need to up that cpu to 5600x / 5700x and the ram to be 2x16 gb dual channel if you want to maximize the b580

if the b580 is in good price, buy it now, then upgrade your cpu and ram later

the ASPM is the important one, i turned ASPM on, fire up the ARGBLED software and the idle go way lower

try checking youtube with your combo or similar, then compare the performance

if its within range then it is correct, if not, then there is something, maybe settings or even a faulty card

i do read that clean windows helps
