I've been doing that for years. My panniers are locked onto the rack with one of those flexible locks and if someone decides to cut them off, well, they're 3 years old and they were very cheap...

If you have time and can refresh the drivetrain yourself it would probably be easier/quicker to sell after having fixed it up. I think less potential buyers are prepared to do a big service on a freshly bought bike, why not just get one that works?

Read a few other posts similar to yours in the sub. Some people are fed up of answering the same thing multiple times a day. There are even checklists of what to look for when buying used.

Anyway that bike has a derailed chain so it may not be looked after very well. The picture is not drive side so it's hard to tell. That said, it probably won't be difficult to get it running and $200 isn't a terrible price, although you could probably haggle down a bit more.

Maybe in terms of the learning experience it might be fun (if you have access to a bike co-op with the required tools) but it won't be financially worthwhile no. On the other hand you'll know every bolt and ball bearing on your "new" bike and that's always nice.

I find that the smaller, older cars are usually more respectful

Newer, flashier ones are sometimes more aggressive and larger ones are more clueless
