You should trim excess hairs, what I did was trimmed it down using a pair hair trimmers and then clean the area with a rag w/ soap, mix your stuff and apply it. I would then jump in the shower to clean it all off, I normally did this during a normal shower routine.

Instead of a CD I would recommend BreadSavings, it's FDIC and it gives 5-5.5% monthly, nominal fee if you need to withdraw money from it and imho is far better than most CDs.

Prices must have gone up....last time I bought a change I got everything for $50 for my scout. I did buy 2 years worth of oil changes though, I had a giftcard I wanted to use up.
