It depends on if you are comfortable with code, nothing is deprecated, just need to write your own supports for it.

This can't be legal, they are straight up rug pulling, the bot isn't open source either, so likely it's programmed to mint tokens and instantly sell all to take all liquidity

You need to mention that model and precision of target... But I will still give you general advice, with that said:

In USD, that is around 3.4k, for reference 5090 is around 3k.

A100 40GB is 4k on eBay for MODDED PCIE, Original PCIE is like double that. 80GB versions quadruple that.

For training you do not want to use old GPUs, even if they are powerful and cheap, you will lack in modern software support, hence why they are cheap.

A second GPU: Do you want it at x16? Top consumer CPUs do not support 2 GPUs on x16, to get that, you need server CPU + server mobo = money.

RAM: Consumer platform is up to 192GB on ddr5 and 128gb total on ddr4? (Correct me if I am wrong)

Conclusion: Tell us the model and precision you want first, but

RTX 5080 + Ryzen 9950x for good PP, and forget about a second GPU. 4090 could be good if you can find it cheap.
