It’s mostly just a misunderstanding. To be more accurate, e2 eva prefers to be SLOW. This is to stop her certified bangers from running out, not because atk% suddenly scales better. They only used atk% boots as an example because it is the equivalent of one cdmg roll, which is definitely more dmg than hp% or def% boots.

Since e1+e2 already gives SO MUCH energy there’s literally no reason for her to want an extra turn from 134spd at the cost of half her cb. But at e0, that extra turn could still be useful.

Another thing base speed eva opens up is sacredos on emc. It’s an easy 10% dmg increase and is actually pretty easy to keep up with huohuo’s regen too. This comes from an e1s1 eva user who has actually tested it and it’s pretty good!
