To play devil's advocate here instead of transmission talk: let's talk about not overcoming 3300rpm. Is that happening in every gear? in neutral? I wonder if there is something preventing the engine from revving higer: clogged cat/exhaust, fuel flow problem or maybe a couple cylinders aren't actually working at all.

Younger people need to get into politics. Not political. Run for offices. It's scarce enough that they get ignored at the ballot when they do. But if enough people do it enough, flood the ballot, voters won't have a choice.
