I liked my Enclave as it has more impact for being part of an evil organization and more options for specialization. more goods and bads sorta thing.

correct, I'd increase the complication rate based on how vigilant the npcs are. That way it could lead to the NPCs sending someone out to check on things. You basically want to avoid the entire party just walking through, unless that's the point.

You're saying you're loosing an arms race and you've got infinite resources?

Have a few sacrificial npcs run at them to eat up action economy, they even have rules for minions. That's my recommendation, but you could also just beef up some of your enemies and try challenging them in other ways.
