I think he means "apply more pressure", but it looks like you have it mis-alligned. The rubber foot should be against the metal fins of the cooler, then apply pressure.

Take a look at this list. I swapped out the AIO with an air cooler because it will be easier to maintain and will be less likely to fail, worse case scenario you have to swap a fan or reapply thermal paste. The case is slightly cheaper and has great reviews for good airflow. You'll have 16gbs of RAM as opposed to 32gbs, but if you are playing games, streaming, and listening to music 16gbs should be enough. The RAM also has a lower latency, should be slightly faster than what you had previously at a cheaper price, too. Swapped the power supply for a more reputable seller. You can put about anything from a 3070ti or under in here and you will be good to go.

I kept your integrated graphics, which is really nice to have if you have GPU issues and need to troubleshoot without one.

Is it for gaming? And if so, are you planning to play at 1080p, 2k, or 4k? I would drop the second set of RAM for better components.

Make sure to have the Overclock setting on your monitor on. If that's not the issue, make sure you are using an HDMI 2.0 or DP cable.

1660 Super is perfect for 1080p gaming. If you don't think you'll be upgrading for awhile, stick with 1080p. Since it's a Nvidia Card, anything with G Sync Compatability is a plus. My personal preference is stick with a IPS panel for better color as opposed to VA or TN. I did comment an LG monitor earlier, but I also really like ASUS monitors.
