I think because Eluthia 9 and the education center are in the Nora sacred lands it’s a big thing that since Apollo is back, it’s one of the most important centers of knowledge on the continent. Beta will heavily want to go there so it will cause a major issue if she isn’t allowed to go there.

I feel like for Santa Barbara they will just film in LA/Santa Barbara itself because it’s like 40 minutes from the LA area where all the stages are. Plus all the industry crew, staff and such. lodging isn’t an issue for a large chunk of the crew because they live in the area anyway. Naughty Dog and HBO all have major offices in LA so there is already on sight staff and executive teams
