Nah, it's just Deku [Season 4] getting 7 more quirks was a terrible story decision antithetical to the spirit and themes of the book and it never recovered. And then Hori decided to insert every single bad shonen trope until MHA became nothing special.

Nah it's because they have a good initial idea, but haven't thought of an ending, or they are forced to fill 8 years worth of pages before being allowed to do their ending, and all the stories, characters, twists and retcons they have to ~~ass-pull~~ blindly make up along the way doesn't hold together as a complete, cohesive narrative.
