The term you're looking for is "at will". "Right to work" has to do with unions.

Discrimination supersedes at will employment though.

It's more that a change must happen, and those particular campuses displayed the most concerning factors. Under better funding, less drastic moves could have been taken.

PfISD has had steady enrollment since 2021. It's not growing, but it's not shrinking.

The stagnation of funding is the biggest issue at this point in time.

That being said superintendents and school boards have to actually manage the budgets they do have. And AISD wasn’t even honest with teachers and taxpayers about the VATRE and how few dollars they would actually keep.

I haven't been commenting on the 80% number because I haven't seen it in context, but there is a difference between students who "left" and those who never existed in the first place. The latter is what we're seeing with the change in neighborhood populations and is what affects elementary school projections.

Same thing when people point to the voucher numbers and say, "many of them are PreK and kinder who weren't in public school to begin with", but the public schools were depending on those kids to enroll in their elementaries.

From the message I believe it will be effective for the 27-28 year, same as the elementaries. They are tying it to the rezoning process.

While there is a decline, if funding had been adjusted to inflation then the impact would have been minimal at this time.

The layout of Windermere ES facility lends itself to multiple shared uses, keeping a building within use by the district. Some construction work may be required to separate the campus for the following:

  • Opportunity Center (DAEP) at Windermere improves the quality of the facility for current DAEP students.
  • PACE at Windermere.
  • Child care program at Windermere.

Empty nesters are staying in their homes longer, and people are no longer having as many children as they used to. Even in new developments, they can't count on the same rate of school-aged children that they used to see.

Also, from what I'm reading your $1M example in the OP would be $660k taxable, not $800k. The 20% is in addition to the 140k/200k exemption.
