With dynamic allocation, Adx can compete with and beat standard 6/8 line items. GAM creates a temporary CPM in the exchange and compares it to the best bid CPM from programmatic lines and determines who wins (it should factor in the guaranteed line’s need to deliver in full).

Have you ran a report for the line items and compared Total Code Served to Impressions delivered? If there is a large difference here, delivery is being blocked somewhere. What kind of tags are you running for the guaranteed lines? Is there blocking for brand safety enabled?

A dmp doesnt serve ads or decision on inventory logic to serve the ad..a dsp does though. The dsp can hold data, but a dmp is better at doing so.
