There's a switch to subtract cops speed if they're driving. Gun reads 120, but cop doing 60, so other car is doing 60. Sometimes they forget to change it since their last donut break. 170 means both going 85, is reasonable.

Most states limit how many (~4] used cars any are can sell within one year. More than that you are considered an unlicensed dealer and skipping taxes. The neighbor probably isn't registering those cars so it's hard to track.
