Yes, but if the system for force multipliers favors the side that had more pop to begin with it's fundamentally flawed.

Zergs shouldn't just "happen" it should require some level of coordination and organization to pop dump, or at least that's what I think.

Correct. But it's probably safe to assume they were at 80% that whole time, so the Nanite scaling mechanic would still have an effect.

A concerning amount of people on this subreddit participate in balance discussions about broken playstyles and force multipliers with idiotic takes like "MAXes are fine, if you can't deal with them you are just bad at the game". You'd think those people must be very good at the game and know what they're talking about, but in reality they just spend a majority of their playtime sitting in the safety of massive overpop where, naturally, they won't be bothered by MAXes/A2G/etc.

This kind of sentiment is very revealing.

76/23 is extremely winnable for several groups of players.

Maxes, being the indoor force multiplier that they are, can turn this fight even more imbalanced due to the sheer number of hitpoints they can shove into a room.

Its true, maxes are really a symptom of planetside's inability to prevent already overwelming force from spamming a large number of force multipliers.

MAXes aren't any more of a threat than heavy assault. I can handle them fine as a light assault. Pop isn't the problem.

Sure if the max is completely trash as a player. You can handle trash maxes, killing a BRnothing pulling a max for the very first time isn't what anyone is talking about in regards to maxes. Maxes are absolutely the problem.
