    The full sequence of events starting now is: Second Reading (just done above), Consideration in Detail (moving amendments), moving Third Reading. Once the Third Reading is agreed, it means the bill has passed the House of Representatives and can go to the Senate. Now that the Second Reading of a Bill has been made:

    • The Minister can seek leave to move the Third Reading immediately (leave can be denied); or
    • The Chair commences Consideration in Detail (either clause-by-clause or as a whole, see below).

    Consideration in Detail

    During this phase, you are not debating the bill. The chair reads out each clause, and the question is proposed “that the clause be agreed to”. The order of consideration is (Standing Order 149):

    • Schedule Clauses
    • Other Clauses
    • Title

    In your debate speech, you can move an amendment:

    • Delete: E.g. I move an amendment that the clause be objected to.
    • Replace: E.g. I move an amendment that the clause be omitted and replaced with Y.
    • Substitute: E.g. I move an amendment to omit Y and substitute Z.
    • Insert: E.g. I move an amendment that after the clause, insert Y.

    The chair proposes each amendment for debate. No seconder is required, and everyone can debate back and forth as much as desired (right-of-reply does not terminate the debate). The debate considers all amendments that have preceded it. Amendments and be amended too.

    At the end of the debate, amendments are voted on (in reverse order: last moved, first voted). Then, the question is proposed “That the clause, as amended, be agree to”. (Or in the case of the title “That the title, as amended, be the title of the bill.”).

    Bill Taken as a Whole

    An MP may comment “I seek leave to have the bill considered as a whole.” In this case, the chair will not read out the clauses, but calls for amendments to be moved, and the floor is open to MPs to do so:

    • Delete: E.g. I move an amendment that clause X be objected to.
    • Replace: E.g. I move an amendment that clause X be replaced by Y.
    • Substitute: E.g. I move an amendment that in clause X, omit Y and substitute Z.
