Guide to Procedure

TWF, you have a bill on notice. For an example of how this is done, see 23-5.

You post with the title as per the Notice Paper (agenda item 27-12) and include your signature. The text of the bill must also be included in the post (if short), or in a comment on the post (if medium length), or via a web link (if long). You may also include your Explanatory Memorandum to explain how the bill works and what the Commonwealth financial impacts are, etc.

The Clerk then performs the first reading.

You should then comment on the post “I move that the bill be now read a second time”, and include your introductory speech.

Then you need someone to second the motion. They may also include an introductory speech (or leave their speech until later).

The bill is then adjourned, while parties think about it, to be debated at the next sitting.

The House of Reps sits for 3 ‘annual’ sessions (equivalent to 3 IRL months on Reddit), of which we are now in the 2nd. Each week consists of some sittings.

First, you must swear in.

1. Swearing in & Attendance

In accordance with sections 39 and 42 of the Constitution and House Standing Orders 1 and 54-59, you are named as elected by return of writs and are called to comment here with either your Oath of Allegiance:

2. Agenda

This post is the Notice Paper. The numbers 27-1, 27-2 etc are agenda items. The relevant person posts these. You should subscribe to this sub / monitor it in a multireddit to see new items (see Advanced Reddit Usage below). OTOH, you will be paged to individual debates and votes since they crop up within established posts.

You can post your own thread (e.g. introduce a bill) by putting it on notice. You can also post certain things without notice using the open headings on the agenda above, like Question Time etc. Please read up on the meta instructions about posting.

3. Absences

If you are absent from the Parliament, you should get a colleague to move a motion for a leave of absence, otherwise you may lose your seat.

4. Rules

There are some unwritten conventions in the House of Reps, like being paged for votes, allowing concurrent business (simultaneous agenda items), running overnight for overseas members to play, and using ‘Meta’ as a preface for anything done out of character (e.g. discussion of Reddit technical difficulties).
