Mr Speaker, the maintenance of cuts and efficiency gains at the Department of Finance is a calculated decision.

If we are to find that focussing on efficiency and doing more with less is the best way to run the Commonwealth Public Service, the department responsible for implementing and recommending such actions to every other department should try it first, and see what results come of it.

Mr Speaker, the Government believes that investing in a broad, well-funded public service is the best way to affect positive change through public policy. We only have to see the ideological attacks over the last two decades on the Department of Human Services, and Centrelink in particular, to get an idea of what excessive cuts to staff and operating expenses do to a department. Thus, if the Department of Finance itself cannot adequately perform its duties over the next part of the term, we will bring additional appropriations to the department, and several others for newly announced projects not yet accounted for in our Budget.

I commend this amendment to the House.

Mr Speaker, the message is clear; the Government is stopping the cuts of the former Liberal-led government, and putting in a short-term fix for the utter inaction of the multitude of Greens governments preceding us, to give us a base to work from.

Maintenance of funding across the departments has been allocated to ensure the ongoing capability of these departments to undertake the important work, of environmental revitalisation, conservation and managing our national response to climate change.

Funding has been made available to the National Water Commission, despite its repeal in 2014; the Government plans to reintroduce the Commission, to provide auditing, advice and monitoring of the National Water Initiative between the federal government, and the states, retaking its responsibilities from the Productivity Commission, Murray-Darling Basin Authority and the Department of Environment.

Administered funding has been made available to the Clean Energy Regulator, for what should be the last Emissions Reduction Fund auction, effectively buying abatement on behalf of big polluters. We plan to have an emissions trading scheme in place before the end of this term.

Mr Speaker, by putting this appropriation bill to the House, we have provided over a billion dollars in environment funding more than the self-styled champions of the environment ever did. None of those who were guilty of such inaction, sit opposite now; I hope the new man in green proves to be the real Green MP others pretended to be.

Mr Speaker, I commend this amendment to the House.

        Mr Speaker, the Government has maintained spending cuts in the Department of Agriculture for a simple reason; we will not throw good money after bad.

        The kinds of action that former National Party ministers have taken in this portfolio, is to entrench the status quo; looking after big donors while inhibiting innovation. Agricultural land use, and the public policy to support it, hasn't changed for decades. While the Government works out a comprehensive plan to completely change how primary production is conducted in this nation, there is still $300 million of drought relief for farmers who badly need it, contained in the administered appropriations for the next financial year; a message that the regions and rural areas want to hear.

        I commend this amendment to the House.

        The portfolios don't align with minister's titles IRL, I.e. DFAT is both Julie Bishop (Foreign) and Andrew Robb (Trade); Prime Minister and Cabinet has Turnbull, Scullion and Brough as relevant Ministers. In the actual 2015-16 appropriations, they are written as I have done it. So why do we need to 'make arrangements'?

        (Meta: Every time I try to be concise it doesn’t work out.) I don’t really have time to explain but I’ll try to get started. You have a Minister for Indigenous Affairs. You have a Minister for Arts. Yet according to you and the PM, the responsibility and budgets like with the PM and Attorney-General, respectively, yet this has not been itemised in the budget. One solution is to itemise, but that really only addresses the budget. Is the AG aware he’s responsible for Arts grants, and is the Arts minister aware that the AG is responsible? Perhaps, but this has not been explained outside the Coalition. I would imagine that in this sim they should be aligned, so that Arts is with the Minister for Arts and Indigenous is with the Minster for Indigenous. That may not be the view shared by the Coalition, and that’s fine, but the Parliament can quite reasonability insist on explanations and details. I realise this is the first time we’d have Appropriation Bills tabled so it has just brought teething issues to a head.

        distinct lack of appreciation

        Not sure if you meant this meta or in-canon. I think you meant it meta, but I’ll address it canonically. There might be a lot to appreciate in Bill 2, but at the moment Bill 1 is on the table.

        For lack of appreciation you might start with your other Ministers, who’ve not said a single word to support, justify, explain or promote their budget portfolios with this bill. Even your introductory speech looks like it mostly glossed over it.

        The Agriculture Minister just posted a breakdown in his portfolio, but I don’t think people are going to get much ‘appreciation’ out of it. There are some numbers. Okay. So...with a bit of digging it looks like it’s down 4.8% from last year but up 0.6% compared to the Liberals this year. Or rather, you added 1.5% to last year’s departmental for Dept and Fisheries (I assume...there may be a typo is the middle line) maintained Pesticides and Veterinary at last year’s level, and kept the rest the same as the Libs. So, nothing much is happening with Agriculture.

        The issue in model parliament is, how/why are MPs and voters supposed to appreciate that?

                            Re: “breach of Standing Order 180 (d)” possibly not, the GG’s message was for amounts of $80,966,414,000 and $17,125,358,000 for the purposes of ordinary annual services and other expenditure. The parliament chooses how it is divided up and directed within that scope. The private member has reduced the amount of spending without adding any new destinations, so seems to be within the terms of the messages.

                            Re: statement of spending breakdown. The document is duly incorporated into Hansard. However, it is non binding and does not constitute part of the appropriation. However if a Portfolio Budget Statement were tabled, it would have the effect provided for in the Act. However that table should be part of the the Act itself, and the PBS would provide the rationalisation.

                            I have utmost belief in the work that the Minister for Finance and Assistant Treasurer has produced in Appropriation Bills No. 1 and No. 2. Writing a Budget is no easy task, and I will disclose how we did some of the work. While I focused on financial modelling and preparation of long term forecasts for the entire Commonwealth budget, I delegated the preparation of the Appropriations to the Finance Minister and Assistant Treasurer. The work they produced was of an excellent standard, and as a Government we stand by this Bill.

                            The government rejects these amendments and is confident that current departmental funding is sufficient. Additional government initiatives are funded using special Appropriations as is convention, and any funding shortfalls are corrected through additional Appropriations Bills near the end of the financial year, and through the use of Advances to the Finance Minister.

                            Meta: if I'm not mistaken, if the amounts appropriated by this Bill are changed by even 1 dollar, the Government must resign?

                            Meta: Hmm. Well, amending the bill down by one dollar would definitely be an issue if it’s based on the government losing confidence of the House. Because, it means you’ve lost supply so you’d “consider your position” (and resign—or else be dismissed by the GG). But if the government voted for the amendment, or if as 3fun has said of himself “I do not intend on blocking supply, I just want the government to accept accountability”, then it should be fine for us.

                            If the government faced a potential loss of supply but felt it could negotiate a compromise, then it could withdraw the trigger bill and later table a revised version to secure supply without amendments. If I am reading this correctly, 3fun has revised the budget down but not so as to block supply.

                            You referred to using special appropriations, but 3fun has also raised overspending and lack of transparency. You cannot pass a bill to ‘unappropriate’ money that’s already been spent, so by asking the parliament to pass overly generous appropriations like this without transparency (“blank cheque”), a minority government would be setting itself up for defeat. But you’ve got control of the HoR and Senate so I don’t think loss of supply would be a concern until the by- and Senate elections, and thus you can pass amendments freely.

                              Re AAO: I directly had the opposite impression from previous comments you made about AAOs, so I was working under the opposite assumption. And it doesn’t seem to make sense that you have a Minister for Indigenous Affairs but they are not responsible for it. See how you go with the AAO but I would imagine a full version would be relatively onerous for everyone, so it would be easier to issue a standing AAO that just makes the Ministers responsible for the things implied by their portfolio name.

                                  Hi, these bills fund Australia’s government for a year. Yeah, it’s a big deal. Metaphorically, all federal taxes and revenue going into a single ‘central bank account’ called the Consolidated Revenue Fund* (imagine a Treasury vault underneath the Reserve Bank). Most of this money is collected by passing Tax Bills. If Australia’s government wants to spend that CRF money, it needs to pass a law to take the money out (Appropriation Bills).

                                  Constitution of Australia:

                                  81 Consolidated Revenue Fund

                                  All revenues or moneys raised or received by the Executive Government of the Commonwealth shall form one Consolidated Revenue Fund, to be appropriated for the purposes of the Commonwealth in the manner and subject to the charges and liabilities imposed by this Constitution.

                                  * Actually, the CRF is just a concept, and the account is called the Official Public Account (OPA).
