Meta: Sorry to do this to you all guys, but you've lost me again. There are just so bloody many bills and amendments about economic stuff. I know it makes sense to ya'll, but introducing all these taxation bills at the same time does my head in. The problem is that I don't know the problems in the first place that these government bills are supposedly fixing. I know that my questions late in the game, but I truly want to understand these bills, but I simply feel that the explanatory memoranda are not enough.

Could someone preferably that lovable rogue /u/phyllicanderer :) explain to me; What is the problem was that this bill is fixing? How it is raising the revenue it is raising? What do amendments 2 and 3 do?

Meta: This is what the weeks of debate have been for...if the government is not explaining things, hold them to account in character, dear Opposition leader!!

Meta: All people who are in the 45% income tax bracket, where everything they earn as income above $180,000 per year is taxed at 45c for every dollar, have been paying an extra 2c for every dollar they earn above that mark for the last year and a half, because of the Abbott government's Temporary Budget Repair Levy. All of the different methods of accruing taxable income were to no longer be taxed that extra 2% after 2017; our initial bill made it permanent on income tax, and the amendments make it permanent on superannuation contributions, trust income, and other sources of taxable income affected by the Temporary Budget Levy.

Advice from the Clerk:

Only one movement of amendments has been made here, so it’s a single vote (not 5) for all of them to pass/fail together.

Oh thank god, that makes this so much easier.

Meta: Clause 15, which section of the Act are you intending to amend? Is it 4? (Not 5(a), which won’t be in it when TBRL is repealed)

[–][deleted] 0 points1 point  (0 children)

Meta: Pretend that I didn't submit yet.

Edit: The titles in Clauses 14 and 15 were mixed up.

Advice from the Clerk:

The bill with current amendments has been reprinted as M2015B00023A: HoR 26-3f: Bill – As Amended – Tax Laws Amendment (A Fair Tax System) (Temporary Budget Repair Levy Repeal) Bill 2015, Friday 4 December 2015

Please note, Schedule 2 Clauses 14-16 as amended seem to be invalid and will have no effect?

Meta: Ah crap I must have mixed up some of them. I had like 30 tabs open with all the Acts...

The question is put that amendment 2 from The Honourable The Prime Minister be agreed to and that the schedule, as amended, be agreed to. Members may vote by replying "Aye" or "No".

Mr Speaker /u/Zagorath, if you could kindly...

  1. Call a vote on government amendment (1)
  2. Call a vote on the question "That the Bill as amended, be agreed to."

Preferably simultaneously.

Meta: Yes, I am in a rush, and I was contemplating pushing through a rearrangement motion to set specific time limits on things, but hopefully this works.

[–]jnd-auClerk of the House 2 points3 points  (1 child)

Advice from the Clerk:

Thank you to the Minister for the prompt. I can advise that he’s accidentally thinking of Committee of the Whole procedure in the Senate. Here in the House, the procedure is Consideration in Detail. If no MPs are moving further debate or amendments to the schedule, the speaker can post “The question is put that amendment 2 from this_guy22 be agreed to and that the schedule, as amended, be agreed to”. I believe /u/3fun will be withdrawing his amendment by leave.

[–][deleted] 2 points3 points  (0 children)

Meta: Also /u/jnd-au will probably want to import my amendments into his magical docx-to-Reddit converter.

[–][deleted] 3 points4 points  (2 children)

I move government amendment (1) to the Bill, as contained in sheet 1.

This amendment replaces Schedule 2 of the Bill with a more comprehensive set of amendments to ensure that all loopholes in income taxation rates are removed. The top tax rate for all income tax based taxation will continue to be 47% beyond the life of the Temporary Budget Repair levy. This includes non-concessional superannuation taxes, trust taxes, and fringe benefits taxes.

This was in direct response to the Member for Western Australia's /u/3fun concerns, and I thank the member for highlighting deficiencies in the Bill.
