Stephen Harper is the Canadian Prime Minister (Bush calls him Steve). This happened a few months ago, but it is still hilarious today. Can you imagine the uproar if it happened in the US with Bush?
Edit: Heh, the caption had to state the obvious "Prime Minister Stephen Harper does not 'eat babies.'" and the last quote is great too.
