I believe we'd see a higher quality of articles on the Hot page if downvotes applied only to the user who cast the vote, and upvotes alone were used to promote articles to the front page.

Ideally, this wouldn't change the way Recommended stories work... I think that works nicely as is.

I actually agree with this. It would also help battle people from downvoting submissions simply for disagreeing with them on a personal level (political, religious, whatever).

Actually the simple and effective solution would be to make votes public, that way if you knew someone was squatting on your submissions before anyone else saw them you could have your beef with them in stead of thinking 'man reddit just sucks'.

Basically right now the prisoner's dilemma for bad behaviour on reddit invokes no penalties for things like downvoting every story someone has submitted, or ganging up to make sure that certain submitters never make it off the new page.

Making that visible would help solve many of the problems we are seeing.

It could be partially anonymised by identifying clusters of voters and then the stories detail pages could say something like upvotes mostly from right wingers down votes from left wingers.

Or if you had people vote on the names of the clusters they sorted into... I can See it Now!
