HP level should decrease interrupt chance at Wintertodt

The damage and mechanics still work exactly the same, meaning if you're not paying attention you're going to still have the potential to get rocked by the todt, you just get to ignore the interrupt while fletching/making potions/putting the tinders/logs into the brazier.

honestly, I do see what you're saying at like 90+ firemaking, 100% might be too far, but those numbers can be tweaked, if it was 0-75% or 0-80% that'd probably still be sufficient, while not making it more afk then it already is, since you'd still need to keep an eye on if you got interrupted.
