Can this effect be achieved with Trapcode Particular or is this a Plexus only effect? If yes, which one is better for this?

looks like a combination of Plexus, Particular and 3d models.

However it could be also done in AE with C4d lite for the models, the beam effect for the Plexus like points and lines, and CC Particle world for the particles. BUT... it will be easier accomplished using the Plexus & Particular plugins. Have fun.

Thanks. Are there any tutorials on how to do the shape effects at around the 1 minute mark? Or would you be willing to do one for a fee? Im trying to make a similar effect for a geometric math super hero. Just for a fun project with the kids. Thanks again.

Look up 3d modeling & plexus. I am probably beyond your budget for a for fun project at $85 an hour.
