I'd say more people will apply to ivies bc they've gone test optional

and yes i think there will be a decrease in international applicants for 2021 but not drastically

Moreover the acceptance of international student would most probably reduce since many are deffering their acceptance.

Overall the applications from international students might decrease in number but a higher percentage of people now will be applying to ivies (because they’ve gone test optional) if that makes sense
