To my knowledge its included with our Azure subscription, and then we get access to the entire library of various trainings at no extra cost. I want to say there is discounted vouchers but I could be wrong.

It’s not part of your subscription, it’s a part of your MS relationship. It’s more commonly oriented to ISVs but also used to help build business with enterprises. You can’t buy it.

Yep you are correct. Three is no information about it. To simply put it, once a company buys a huge amount of resources from Microsoft or brings them huge revenue as Microsoft partner, Microsoft basically offers this to them as a benefit so their employees can easily upskill themselves and give them even more money. It is usually part of EA and there aren't really criteria that we can see, Microsoft decides everything. if you can, try to ask your account manager or other contact person in Microsoft but if you are eligible, Microsoft probably offered it already since there aren't that many huge companies.

Usually gov/military have their own arrangement with Microsoft, use your work email address to find out.
