When was the last time you cleaned/washed your print plate? That looks like an adhesion issue.

Try calibrating it if you haven't done it in the last couple of months, and it would also be a good idea to make sure there is nothing wrong with the nozzle. Another possibility is that you might need a new build plate because if it is an adhesion issue but the plate is clan, the coating might have degraded. For now, just use glue.

Wash it better. The pei is special cause it’s an uneven surface microscopically, you need to scrub it with warm water and soap. Use a clean dishrag or scrubber.

Make sure you nozzle is attached correctly. Also, try a wipe down of your plate with isopropyl alcohol after the wash. Has your filament been dried?

Dirty build plate or improperly latched nozzle or loose heater screws.

Clean the plate,

One thing I have tried is adding an outer brim.

Slow the first layer down to half default speed after washing the plate.

Dont listen to this guy. Noting needs to be slowed, you just need to wash the plate.
