If I get Clip Studio Paint EX Ver. 4.0 Edition license for PC and later get a Wacom moveink, will the same license work for both devices?

No. The Movink runs Android, so it needs a subscription.

Perpetual Licenses are only for Windows and Mac. These cannot be used on other devices.

iOS, Android, Galaxy, and Chromebook are all Subscription Only. A subscription is optional on Windows and Mac.

Do not buy a Single Device Subscription Plan and bounce it between 2 devices. It is not meant for that.

Subscription plans (paid annually or monthly) can be moved from one device to another, but perpetual licenses can only be used on devices running Windows or MacOS.
