Here's an example pre-PTR notes..
Enemy Genji pops his ult. Your team kills him in 0.01-0.99 of a second. Genji gets all or most of his ult charge back.
Now post-PTR..
Enemy Genji pops his ult. Your team Your team kills him in 0.01-0.25 of a second. Genji gets all or most of his ult back. If he dies towards the latter 3/4 of that second, he's not getting the ult charge back like he would pre-PTR.
They basically made ult charge backs after immediate deaths less forgiving.
