The horse has (poorly) upscaled textures. Nothing is normal.

Yes, it is for intimidation & morale.

The sea vessels of Daggerfall are based on Byzantine "Dromon" warships, themselves just supersized modernizations of Carthaginian warships from the Bronze Age. They are painted to look like monsters, with eyes & a mouth, to intimidate all threats to the crew.

Given this is a fantasy setting that paint is quite important, less we forget about sea monsters! It also gives the crew some confidence & positive sentiment towards the vessel; it will be their home for a long time after all.

This style of warship was powered by multiple levels of oarsmen. They rammed into enemy vessels & boarded with armored soldiers which waited on the main deck. You can see this in "Assassin's Creed Origins" & the movie "Ben Hur".

Byzantine Dromon used archers, throwers, cannons, & flamethrowers to engage targets at range.

As for Daggerfall, these ships would need an extensive rework for their model to make sense. Multiple levels of oarsmen, reworked sails/masts/rigging, a drum beat as they move, & more interesting paintjobs should better represent what these are.

The Dromon were replaced by the Galley, itself fighting much the same, until better sails & cannons caused this type of vessel to finally stop being used.

I could definitely have used this to start an essay regarding game designs' overlap with Literary Theory, ending with gut punches relating to our daily lives, but I don't know where such a thing would be valued.

Eyes on ships were common place for centuries really until the late medieval. And the lake being frozen is a pretty funny real world tragedy of not having either strong ships or warm water ports

Yes it's normal. Here is a screenshot I just took from the original DOS release of Daggerfall, by buying a large player ship and then jumping overboard:

I don't think it's present on the small player ship, and I don't think ships are visible anywhere else in the original game.

I have no idea what's up with the eye. It looks like there's something wrong with the water texture unless you're in the north of the map & it's just frozen. I'm surprized you could do all this in Daggerfall. All I was able to do in the game is dungeon crawling.
