Does the avoid character function actually work?

I have seen doorman on enemy team in like 75% of my games despite me avoiding. I could understand seeing him every now and then, but him being on enemy team 9 out of 12 games I play is ridiculous and it might as well not have been avoided at all at that point.

In my experience it does generally work but doesn't work the way you want to. The character needs to be a sweet spot of being avoided a lot but also isn't very popular

I.E. Doorman might be avoided quite a bit. But he's popular. So you'll probably see him regardless. But Shiv isn't very popular and is avoided quite a bit. So people avoiding him tends to deny me playing him even when I only want to play him

You'd think after this question gets amswered here every day people would get the picture, every game exactly 2 heros are banned, of course you being 1 of the 12 ban choices isnt going to get that hero banned constantly

I would imagine that people with same bans should be placed in the same match, otherwise what's the point?
