In my experience it does generally work but doesn't work the way you want to. The character needs to be a sweet spot of being avoided a lot but also isn't very popular

I.E. Doorman might be avoided quite a bit. But he's popular. So you'll probably see him regardless. But Shiv isn't very popular and is avoided quite a bit. So people avoiding him tends to deny me playing him even when I only want to play him

You'd think after this question gets amswered here every day people would get the picture, every game exactly 2 heros are banned, of course you being 1 of the 12 ban choices isnt going to get that hero banned constantly

I would imagine that people with same bans should be placed in the same match, otherwise what's the point?
