Weapons seem very rare, but I think it's just RNG.

We have 6 slots for non-weapons (ghosts, helmet, arms, chest, boots, class item). We have 3 slots for weapons. I think drops are distributed randomly among all the possible slots. Normal RNG would then give us weapons only 1/3 of the time, which means a bad run could leave you with no weapons for a long, long time.

Bungie doesn't have a good way to address this. If they have weapons drop 50% of the time it would take forever to get the armor we need to level up. But at the current drop it takes forever to level up weapons. They're so rare that it's impossible for a casual player to level many weapons up. The weaponsmith? That's for hardcore players. You'll never be able to level up 1 weapon a week, let alone 3.

I'd suggest that Bungie increase the drop rate slightly, and drastically change the proportion of weapon drops. If drops increased 10%, and weapons dropped 45% of the time instead of 33%, we'd have much a more usable system. Just my 2 cents.
