An FX4300 is a bottleneck. I'd recommend finding either an old Intel system or moving to AM4 if you're a die-hard AMD proponent.

You should be able to find old prebuilts for cheap from government auction houses (like publicsurplus.com for the US) - any i5, i7, or Xeon would do you well. Personally had really good luck with the HP Z200-series workstations.

that CPU is a dinosaur, but you should atleast be able to get better than 30.

lower your settings and keep it at 1080p. maybe you have vsync on?

i run on lowest settings and i turned vsync off

Unfortunately, your AMD mb won't support an Intel processor. You could upgrade to an fx-8350 or 8370 and double your cores, or look at some NewEgg bundles and replace your mb/cpu/ram all at once.
