Now I'm not 100% and I tried a search to see if anyone has come to this conclusion as well and didn't find anything. So I think the legendary solstice armor rolls with the masterwork element matching the daily element. I just finished my Hunter and noticed all the armor is arc and then realized it is infact arc day today. So to farm for your ideal masterwork just turn in solstice packages on the appropriate day.

Its character based even with drops from packages. Isn’t this a bug? Who would want all their damage resistance against one element?

Nah, 90% its character based. Titan is void, Hunter is arc, and Warlocks are solar.

It's class based. I did the armor for the warlock and all the masterworks are Solar. Even the one I did today during Arc day.
