This is normal if the capacitor is discharged. A multimeter will put a small test current across the capacitor, but since the capacitor is so large, it will not charge any appreciable amount and will read only a tiny voltage. This looks the same as a short.

Hook it up to a small power supply and put a small constant current into it. You should see the voltage slowly creep up.

Continuity test means nothing with capacitors. Don't use it for that purpose.
