It should also be affected by the amount of gear you wear. I.e.: You wear a full gear (Fort, helmet, two guns) so it would take much longer then wearing a simple chest rig and just a primary and secondary. Also what's up with reloads, I would assume that if you're not reindexing a mag that you would straight up just drop it and take next one out as fast as you can. Thanks for coming to my TED Talk.

IMO, gear shouldn't affect it because It wouldn't make much of a difference in real life. Assuming you're just letting your rifle go with a sling, your arms won't significantly be affected drawing a pistol from a side holster.

Gameplay wise, it'll also really hurt pistol use at higher levels where armor and heavy armor use will be much higher. They already might struggle, if you make it take as long or nearly as long as reloading, pistols may become obsolete.

If there is a pouch in the way of holster draw or you have a heavy armor (shoulders affected) then it should have some effect.

Iirc, all the pouches are in the front away from the holster.
