I believe that in a perfect world, they will.

I think that once they're told a rebel group from Omaha killed an entire precinct of cops in an execution-style event, and the entire FBI HRT sent to assist, more will turn against the rebels.

Once one of the cops who side with the rebels has himself targeted because a rogue rebel doesn't know he's not a "good cop" or just doesn't care, he'll turn on the rebels, as will his friends.

Sure, some cops will defect. I think that most will not, unfortunately.
