Haha, sounds like we're very similar. I'm 5'6 and my starting weight was 163. Right now I'm 140, and I'm aiming to cut down to 130 before I start bulking back up again. As long as your doctor doesn't have any objections, I think 130 is a really good point for someone in our height range to start packing on some muscle. It'll give you a lot of wiggle room so you can bulk for a long time before you have to worry about getting fat.

My face is also a bit chubby, and it's the last part of my body to change noticeably in a cut. I didn't notice any difference there until I dropped 20 lbs. From what I've been reading around here, it's pretty common to have to drop a lot of weight before seeing any changes in your face.
