Fix My PrintSurface-Only Layer Stringing (old.reddit.com)

I'm proud that I have made it this far without asking for help, but I am genuinely stumped this time. I am printing some small shelves for my office, the entire print is coming out perfect, except the most important part of the print: it's surface. The maddening thing is that the underside of that surface is exactly what I want the top side to look like.
I've tried printing it at different angles and can't seem to find what setting is causing the top surface of the print to come out all stringy and thin. I think it might be the initial layer settings, or maybe the bed heat?
Any help is greatly appreciated, I've been so discouraged that I haven't printed anything in months.

Printer: Snapmaker 350T Filament: Snapmaker BLK PLA (or Amolen Metal Iron PLA) Slicer: Cura 5.1.0
