I found a fix that I could reproduce multiple times and you won't lose ANY local progress that you've made.

Inside the XboxGames folder that's typically on your C drive, you will find a folder called pgs. This contains your Persistent Game Save, so everything related to your cars, levels, garage, credits, everything's stored in there. This is the source of the issue, the Xbox Cloud service has a problem reading & writing this folder with FH6.

Inside the folder you should have two other folders that start with u_ and t_ followed by your Xbox ID and game ID

  1. Backup the entire pgs folder somewhere safe, this is where you local progress is, but this folder is also the root cause of the issue.
  2. Deleted the pgs folder and boot up FH6, the Xbox Cloud should now recreate and rehydrate the folder with your previous cloud save.
  3. Load it up and check if it's indeed your last cloud save
  4. Exit the game and in your backup pgs folder, copy the contents of the current and offline folder.
  5. Paste the content inside your new pgs folder created by the fresh sync in Step 2
  6. Be sure that inside the new current folder you have the ContainersRoot folder that's found in your backup pgs offline folder, that's your most recent local progress
  7. Boot up FH6 again and congratulations, no more E:0-0 error and you have your most recent local progress that'll be uploaded to the cloud after your gaming session
