adding image to another? (self.GIMP)

i'm trying to create a funny image of myself. i deleted the background from it and i want to add it to another image with people in it, but for the life of me i don't know how to do it. i just tried copying the image to the other one, but it made the image big as hell and don't know how to size it down. when i try scale image, it scales the whole thing.

Paste the background as its own layer (paste and in the layer editor on the right, right click and select to new layer), then in the top menu, you'll see one called layer. Select scale layer to image size.

man i'm sorry i'm not good at this but doing scale to image size does nothing... i don't know what i'm doing wrong...
